Where most councils documented in this collection concern themselves with teaching, healing, or guiding developing worlds, the Andromedan Council's distinctive portfolio is ethics: the conduct of advanced civilisations toward those less powerful than themselves.

In the tradition's account, the Council exists because power without oversight corrupts at every scale — including the cosmic.

The Council is said to convene representatives of light-serving civilisations from across the Andromeda galaxy, a culture sphere the literature describes as billions of years senior to Earth's. Its formation is traced to Andromeda's own ancient reckoning with interference: epochs in which advanced groups manipulated developing worlds, and the slow consensus that followed — that the freedom of an evolving species is inviolable, and that someone must be charged with watching the watchers.

Member beings are described as operating from densities at which deception is structurally impossible, which the tradition offers as the ground of the Council's authority: it cannot be lied to.

The Council's central concern is the principle of non-interference with the free will of evolving civilisations. Across decades of interviews, lectures, and writings, Collier reported extensive briefings from Andromedan contacts — principally beings he named Moraney and Vasais — covering galactic history, the nature of consciousness, the genetic ancestry of humanity, and the challenges facing Earth's evolution. Collier's material remains one of the most detailed accounts of the Andromedan perspective available, notable for its specificity, its sobriety, and its insistence that humanity's liberation is humanity's own task.

A recurring element of the Collier material is the Council's account of why Earth matters: the claim that a poll of Andromedan deep-future probability traced a coming galactic tyranny back to Earth's timeline — making the planet's freedom a matter of more than local concern.

Teachings and Transmissions

Andromedan Council material differs in flavour from Pleiadian warmth or Arcturian patience: it is bracing. Its consistent themes are personal responsibility, the refusal of saviour narratives, and the maturity of a species measured by its willingness to govern itself. "No one is coming to save you," the material repeats in various forms, "because you do not need saving — you need to stand up." The Council teaches that consciousness is the fundamental field, that genetics is a library of inheritance rather than a cage, and that freedom is a frequency before it is a politics.

Role in Earth's Awakening

In the tradition's account, the Andromedan Council holds the perimeter of Earth's becoming — not directing the awakening, but guaranteeing the space in which it can occur uncoerced. Its work completes when oversight becomes obsolete: a sovereign Earth, awake and self-governing, taking its seat among the civilisations the Council was formed to hold to account.
