Where the galactic federations manage the affairs of their own star fields, the Confederation works the spaces between — the level at which whole galaxies become neighbours, partners, and mutual responsibilities.

Role in Earth's Awakening
In the tradition's account, the Confederation guarantees that Earth's awakening belongs to something larger than Earth — that the planet's victory will be banked for every world that follows.
