The council is regarded as one of the clearest examples of inter-system cooperation in the contact literature — evidence, its chroniclers suggest, that Earth's transition is considered important enough to dissolve the boundaries between three sovereign civilisations.

The tradition holds that the three civilisations had each maintained independent missions to Earth for many millennia before concluding that the planet's accelerating transition required something none could provide alone. The Pleiadian missions excelled at reaching human hearts but lacked the Sirians' structural knowledge of Earth's energetic architecture; the Sirians held the blueprints but not the Arcturians' mastery of frequency medicine; the Arcturians could heal and calibrate but worked best within frameworks others had opened.
